Read sections 01–02 first regardless of your goal — they set the shared vocabulary and threat model everything else depends on. From there, branch by role: a household lead goes to 03 and 06; someone shaping policy or technical strategy goes to 04 and 05. Every section is written to stand alone if you're returning to reference a specific protocol under time pressure.

SITE STATUS
